Social Welfare Dept Has Failed to Use Funds

".. The report says the government raised Rs 42.93 lakh (in 2002) through a raffle for rehabilitation of street children in six corporations, but Rs 38.19 lakh remained unutilised until April 2008. Only Rs 4.74 lakh was paid to Madras University's criminology department to conduct a survey on street children. The study was conducted but none of the recommendations were carried out .."

These are currently overlooked due to section 377's emphasis on "unnatural" acts … The aim of sexual assault laws should also shift from protecting the "modesty" of women and children towards a consent-based approach .."

Human Trafficking Not Just A Distant Problem

“ .. Canada is a source, transit and destination country for men, women and children trafficked for the purposes of commercial sexual exploitation and forced labour," says the report .. I was in Karnataka state in the south, identified as one of five "high supply zones" for predators seeking women and children .. In India, up until a few years ago the government refused to acknowledge child prostitution existed. Without official recognition, there were no laws or means to protect child prostitutes .. No doubt exploitation is more pronounced in economically troubled countries such as India, where there is extreme poverty, remnants of the caste system and a lack of political and social will to effect change .. "

10-year-old Raped in South Delhi

" .. A 10-year-old girl was allegedly raped in Neb Sarai area of south Delhi on Tuesday, police said. The girl was found loitering in the Sangam Vihar on Tuesday morning by a police team who took her to AIIMS where sexual assault was confirmed .. One person has been arrested for the crime. The accused has been identified as Lakshman Kumar (32) .."

Blind Father Gets Justice for 7-year-old Daughter's Rape

" .. 7-year old daughter at his sister Sheetal’s (Aatya) house at Bori-Arab village in Yavatmal (Maharsatra). As the mother and the father of the children were away for earning their livelihood, the elder brother of Sheetal’s husband, Uttam Dani, raped this 7-year-old girl, in April 2005.

The poor girl reported this incident to her guardian Sheetal but her aunt burnt the little girl with a hot frying pan. When the mother came to meet their children back, the girl told her about the rape by her aunt’s relative. Since then the poor man, who lives in Hyderabad was struggling with the legal process. When the medical report of the girl went missing, he had to approach the Human Rights Commission, Hyderabad. The blind father, against all odds, fought the case in the court. Finally, on April 16, 2009, the court has found the accused, Uttam Dani, guilty and sentenced him to five years of rigorous imprisonment and fine of Rs 1000/-

Crimes Against Children: A Horror Untold

" .. According to National Crime Records Bureau and NHIRC: Crime against children increased by 3.8 per cent nationally (14,975 cases in 2005 from 14,423 in 2004); Child rape increased by 13.7 per cent (4,026 cases from 3,542 in 2004); Madhya Pradesh reported the highest number (870) followed by Maharashtra (634). Together they accounted for 37.3 per cent of rape cases. Delhi tops the list of 35 Indian cities on crime against children (852 cases of violence against children in 2005, 27 per cent of all cases) followed by Indore (448), Pune (314) and Mumbai (303). 1,327 children were reported murdered in 2005 up from 1,304 in 2004 (an increase of 1.8 per cent). Uttar Pradesh reported the highest number (390) accounting for 29.4 per cent of cases. Nearly 45,000 children go missing every year; more than 11,000 are never traced .. Assam has toted up the highest percentage of child abuse in the country, followed by neighbour Mizoram .. "

Bank Manager Held for Raping Maid

" .. 16-year-old ..  had joined work as a domestic help at the residence of Sulabh Srivastava, a manager with HDFC Bank, on June 16, reportedly through a Delhi-based placement agency Metro Jobs. The maid was found dead after allegedly falling from the ninth floor of Mahagun Mosaic Society on Tuesday morning, the police said.
